Why Are Edible Oil Prices Rising? RBI Blames Biofuel Policies Like Indonesia’s B50 Mandate

If you’ve noticed your monthly grocery bill creeping up lately, you’re not alone. Cooking oil prices across India have seen a sharp spike—and the Reserve Bank of India (RBI) has shed light on a major factor driving this trend: biofuel production.
In its State of the Economy report (published July 2026), the RBI pointed out that the global diversion of edible oils to manufacture biofuels is tightening supply and driving up prices worldwide. At the center of this shift is Indonesia’s ambitious new B50 biodiesel mandate.
The Indonesia Connection: What is the B50 Mandate?
Indonesia is the world’s largest producer of palm oil and a vital supplier for India. On 1 July 2026, Indonesia rolled out its B50 programme, requiring all diesel fuel in the country to contain 50% palm oil-based biodiesel (up from the previous 40% threshold, or B40).
While this policy helps Indonesia cut down on fossil fuels, it creates a massive squeeze on the global edible oil supply:
Less Exportable Surplus: More palm oil stays inside Indonesia to meet fuel requirements, leaving less for global markets.
Tightened Global Supply: Because palm oil is the world's most consumed edible oil, shortfalls ripple across alternatives like soybean and sunflower oil.
Why this hurts India: India imports about 55% of its total edible oil requirement (27–28 million tonnes annually). Palm oil makes up the largest share of these imports, with Indonesia traditionally supplying a massive chunk.
How Much Have Cooking Oil Prices Risen?
According to data from the Department of Consumer Affairs, retail edible oil prices across India registered strong year-on-year (YoY) increases as of late July:
Edible Oil Type | Price per kg | YoY Increase |
Sunflower Oil | ₹188.98 | +18.4% |
Palm Oil | ₹148.36 | +14.5% |
Soybean Oil | ₹164.23 | +11.8% |
Groundnut Oil | ₹205.53 | +9.5% |
Mustard Oil | ₹195.56 | +8.0% |
Vanaspati | ₹165.39 | +6.4% |
With inflation in edible oils staying above 8% in June, cooking oil remains one of the stickiest drivers of domestic food inflation alongside rising vegetable prices (especially onions) and firming cereal prices (rice and wheat).
What Lies Ahead?
While the RBI did not quantify the exact monetary impact of the B50 shift on Indian households, the signal is clear: energy policy decisions in major producer nations directly impact kitchen budgets in India. As global biofuel mandates expand, managing import costs and boosting domestic oilseed production will be key challenges for India’s economy.
